router to pc then to another router

I have 2routers
1st with WEP password and other one with WPA
I want to share network from WEP router to PC and then to share to WPA router.
When i connect router to router the wireless on WEP router doesnt working, and beacues of that i want to make that on this way

router1 static ip 192.168.1.1-internet connection, wired to pc, wep wireless - SSID router1, DHCP
router2 static ip 192.168.1.2- wired to router 1 - wpa wireless - SSID router 2 - configure internet settings to get from 192.168.1.1 with DNS info
pc will be given ip information from DHCP of router

here's a problem
I am giving network to neighbors and here is catch
One neighbor have wireless card that don't support WPA, and all the others neighbors wireless cards support WPA.
I have and second router with WEP configured and i want next.
i want to send network through this way: From WEP router to PC and from PC to WPA router
When i connect router to router the WEP router is blocked and wireless dont working but WPA wireless is working.
