Hypothetically, yes. It really depends on the airflow of your system (case and fans), what power supply you plan to use, what GPU (video card) and its power consumption, and heat generation, etc.

Given all of this, what are the specs for your total desired system?

What case and how many fans? It will be important to have good airflow. With these components, you should be able to achieve your desired OC.

If I was using a Coolermaster HAF 912 Plus with all fan slots filled (2x200mm, 1x120mm, 1x140mm) would I be able to achieve that? Also as you seem very knowledgeable, I am struggling to grasp the 970 and 990... what is the difference? ty

The 990 chipset offers more advanced features (but typically costs more). Your case and airflow should be fine.
