Help with XFX 6870 overheating (100 C!)

About a week or so ago my computer just randomly shutting of without warning. Ran CPUID and found out it was getting to over 100 degree Celsius and shutting off to prevent damage. I dusted my case, took the gpu apart, applied new thermal paste and it still getting to around 98 degree c while while league of legends with both case fans on high and the gpus fan at 100 %. Any ideas on this? My processor is getting to be around 56 degree c. Any ideas?

Setup:

Antec 300 (stock fans)
ASrock z77 pro-4
intel i5 3570
xfx radon 6870
8 gb ram kingston
1tb seagate
pc power and supply silencer 760 w.

Couple of things:-

When you took apart the gpu, did you take apart the heatsink as well and give it a good clean?

When your computer is running have you physically checked to see if the grpahics card's fan is spinning?

I would also leave the side panel off your case while you do this, it's also possible you have a bad airflow through your case.

I cleaned the heatsink with compressed air, the fan on the card spins. I will check to see if it is stopping or not. I will see if the air is flowing through my computer. I only have two exhaust fans (top/side).

i moved some cables around, the airflow seems okay but would be much better with an intake (will pick one or two 120 fans for the front). When i had msi afterburner on the fan seemed to be spinning, but when i turned it off the fan kept sputtering and was spinning very slow, so slow that the smallest, lightest touch caused it to stop spinning. Do you think that the fan is sputtering while during load (when i'm playing games) and is a replacement fan worth it or a new gpu?
