Second ATI card (of 4850 x 2) permanently at highest rating!

I have an ATI Radeon 4850x2, 1 GB card. It has never worked in cross fire mode. I used to get screen freezes with vertical lines after a few minutes and had to restart computer by pressing power button. I have always used it with cross fire disabled, effectively using one card only.

Recently, I got more interested in why this problem is coming as screen freezes with vertical lines became more frequent. I downloaded GPU z, re-enabled cross fire mode and observed.

Sure enough, within a few minutes I got screen freeze again with vertical lines. I checked the GPU z log. The temperature quickly went to 80 degree and at that point perhaps the computer froze.

I observed something very interesting subsequently which I never noted earlier on Catalyst Control Center (though it must have been visible there earlier too):

THE SECOND GRAPHIC CARD, THE ONE WHICH IS DISABLED WHEN I DISABLE CROSS FIRE MODE, IS ALWAYS AT HIGHEST GPU AND MEMORY CLOCK RATINGS OF 993 MHz AND 625 MHz RESPECTIVELY. THAT IS EVEN WHEN COMPUTER IS NOT RUNNING ANY PROGRAM AT ALL!!

This is quite surprising and could be the reason for temperature shooting up so quickly. Even when I manually set the GPU and Memory clocks of this card at lower level, it still shows 993 and 625 on the "sensors" page of GPU - z and "activity" page of CCC.

How can this happen? Can it be corrected by changing some setting? If anyone has any clue about this problem, please let me know.
