Recent Build Running slow, lagging...

Hy there... i am a new user of Tom´s Hardware...
I´ve been searching for some help for my problem, and it seems that you guys can give me a help...
Okay
I have recently build a PC:
Specs:

Asrock N68C-GS FX
AMD x2 7550 2.5Ghz + ThermalTake - Duo-Orb Cooler
4Gb DDR2 800Mhz G-Skill 5-5-5-15, 2T
ATI Radeon 5770 (ASUS) 1Gb DDR5 - Stock Cooler
Seagate 7200Rpm 320Gb
PSU Cool Box 500W (20€ cheap PSU)

For What i can tell, My old dual core 1.8Ghz with 3Gb of Ram and an 8500GT, had much, much less windows perfomance ratings, but dind´t take so long too boot, or to perfom multitasking activities, loading times, etc... Also playing games got better, but something is not right!!!
I can Play Crysis 3 High Settings or Low setting, it doesn´t matter, the fps are the same... 18 to 25 (lots of lagging), dead space 3 for ex. i play Very high with 65-75 FPS... but some lagging... Blur 30 FPS high or Low settings...
Almost all the games are lagging quite a bit... i´ve overclocked the 5770 but gain nothing at all... returned to stock.
Also Overcloked CPU in FSB setting to 2.7Ghz, but it was the same... returned to stock again...

All the temperatures seem to be fine even when gaming... i´m constantly checking!

I get the feeling that my 5770 is being "choked" or someting

I´m suspecting from the PSU or the CPU...

Maybe a low voltage or power issue...

What could possibly be wrong...?

Any recomendations?

Well... your cpu should be a higher clocked quad and you need more graphics horsepower to run a highly demanding game - sorry to be blunt.

thank you for the answer Bruce... but with this configuration i should get better practical results... even in gaming...
a friend similar configuration with 5770 ddr5 and amd x2 255, 4Gb ddr2 800, can play for ex. crysis 3 high setting with no AA and shadows LOW, at 38fps average....

Why is that?
Im very confused...
Couldn´t it bee a power issue?
or voltage, or smomething in that area...?

Forgive me, but are you sure you "recently" built this computer? The AMD 7550 is a processor released from 2008. There's nothing new about it. There's no question whether or not that is your problem, it is. The reason you don't notice a difference in performance on Crysis 3 is because simply you computer can't run it. It's doing the best it can regardless of the settings you have. The PC doesn't meet minimum requirements for that game.

There's only one thing you need to do, build a new PC.

the build is recent but the processor isn´t...
I was thinking about the PSU...
so what would be the better component to replace? in my configuration...
the 5770 is enough for actual games, but probably my CPU and my PSU aren´t...
where can i improve my system without spending a lot of money?

Here´s my conclusion...
If you check the picture, you will see my +12 rail is putting 11.765V max...

When it should be on 12, 12.2V. , or not ?
But of course, if true, it means a decent PSU like a CX430, and a CPU like a Phenom II X4 965 BE...
and i should be less preocupied with my performance, and lagging and gaming...

Am i Right ??????

PSU not a good one - replace it. NEED more gpu power and more cpu core - end of story.

I agree with moose. You need a new, not newly built, pc.

PC games aren't like console games. You can't just buy the game and expect it to run. You have to make sure that your computer can run it. Before you buy a game, look up the requirements.

Ok, i have two PSU ready to buy near me...
A Corsair CX430 for 30€ with 16months of warranty, or a Cooler Master GX Lite 500 for 30€ with 6 months of use...
What would it bee the best choice for me? ? ?

I would probably O C my CPU and Graphics card also...

Many say the newer CX430 uses components not as good as older designs - I would still choose the Corsair over Cooler Master any day of the week. Where can you buy from - give us a link and we will pick out something for you.
