I am in the process of building a new computer, Do I need a new HDD or can I continue to use the old HDD in the new computer?

If it's an old IDE hard drive, you might not be able to use it in the new computer (depending on whether the motherboard has an IDE connector). If it's a SATA hard drive, using it in the new computer should be just fine, though you might want to do a clean install of windows on it.

I am hoping to avoid doing re-install/patching of the games I play and having to manually transfer family pictures. It would be almost a full re-build, new board, processor, different ram and video card. Would I essentially be able to plug and play? or would I have to mess with the BIOS? I did that once a few years ago on a complete build but was walked through it.

It might be easier for people to answer your questions if you provided full specifications of both the old computer and the new computer. If the differences are drastic, such as one having an Intel cpu and the other having an AMD cpu, I seriously doubt you'd be able to avoid re-installing Windows.
