Is this good monitor or is their a better 23incher you would recommended.

Unless you want an LED backlight or a VA/IPS panel, that one's fine.

I have a similar monitor. VE247T. Is is great for gaming but not for photo editing.

It is an excellent monitor. Colors aren't the best but it will rock all games.
