Cant install or use control panel

hello, so ill start from the begining, it all started about a day ago when i had to remove my grapics card (raedon hd 7750 1gb edition) because it wouldnt work on my older monitor and tv becuase of driver issues becuase I had to take back my 1080p tv, so after about 2 hours of trying to get it to work, i just ook it on and switched to on-board in the bios and after that the display started working, even beore the beep came on at boot showing no errors just no display, so i went to on-board and got it working, so i did 1 system restore after that because i thought maybe it was a virus but it didnt fix the issue so here is the issue (most of the stuff in the control panel wont work and most pf my prgrams crash on start like google chrome and dll fixer, along with skype and alot more, and i cannot install ANY programs, the only progrmas i was able to install was java update from the oracle site, nothing is working, i tried everything including flashing my bios and getting the drivers again and taking out my cmos for a hour, i am stumped i even did the sfc /scannow in the cmd and it came up with a error but i dont know how to fix it, its as if my compter thinks it is in safe mode, so i actually went into safe mode and stll the same happened. i did all basic and intermediate tests, i am trying to sooo hard now to reinstal windows becuase I dont have a usb or dvd to backup my data, ill try anything if you guys can help me out, i would be so grateful.. plz get back to me asap im on windows 7 ultimate, ona custom gaming computer i built, it ran perfectly until yesterday now i cant use barely anything... sorry if there is any typos

Your OS is down :) .. smile because it's not big trouble.

So, no usb, no dvd. No other partition aswell? Create one, shrink system partition and create one large enough to save your essential data. Then format. It will be easiest way.

Second way is to try to repair it from windows install disk.
If you have access to somekind of TuneUp or simillar program it would be wise to run it. Spybot, and antivirus are also recomended to run.

Bottom line is that something has messed up your runinng services. You can maybe go arround it by making new user account, but don't be online while you do it, cause if it's malicious software it could be triggered by active internet connection.

ok, ill try all of those one by one and ill let you know, thank you so much for the fast reply, i thought maybe something in sys32 got deleted, ill get back to you asap with a answer, btw i just ran combofix, and it deleted a bunch of files that it thought were corrupt, but still no help so im going to try your methods
