PCI Gen 3 Problem with Radeon 7870

Hello TH, I have a persistent problem with getting my Radeon 7870 to run in PCI 3.0/Gen 3 mode. Btw my system specs are in my sig. The issue is that my video card refuses to run in PCI 3.0 mode, when I run the "render test" on GPU-Z it consistently shows the card running in PCI 2.0, even though my system fully supports PCI 3.0. When I manually select PCI 3.0 "Gen 3" mode in the UEFI Bios>Advanced Settings, the system proceeds to boot to windows (I hear the windows chime) but there is no activity detected from the video card so the system defaults to the onboard Intel graphics. I have the latest BIOS, Catalyst drivers, windows updates, z77 chipset drivers, etc. I have also reformated & reinstalled Win 7 several times, just to be thorough. This is the third mobo that I am having this problem with, the previous 2 boards were a Asus P8Z77V-LK. The video card works perfectly well when the PCI-E setting in BIOS is set to "Auto"; but it defaults to PCI 2.0 mode. It appears that the system does not recognize the video card at all when set to PCI Gen 3.0. Since I am having this problem with a new Z77 Sabertooth as well, is it safe to assume the video card is at fault? I assumed the mobo was always at fault, but after testing 3 mobos and getting the same result, logic dictates that it is the video card. I just want to get any input from the gurus as TH. Thanks!
