The power supply isn't really going to affect your frames, its going to determine whether or not your gonna be able to power certain setups, and honestly a 650W i feel would be cutting a bit low for a sli 680 setup.
Also the framerate you receive is also going to be affected by your cpu and RAM not just your video card setup.

check it out ^ you might be pushing your PSU a little to far depending what else you have hooked up to it. i would jump to 700+ watts especially if your overclocking.

For a system using two GeForce GTX 680 graphics cards in 2-way SLI mode NVIDIA specifies a minimum of a 750 Watt or greater system power supply that has a maximum combined +12 Volt continuous current rating of 53 Amps or greater and that has at least four 6-pin PCI Express supplementary power connectors or two 6-pin and two 8-pin PCI Express supplementary power connectors depending on brand and model of the graphics card.
Total Power Supply Wattage is NOT the crucial factor in power supply selection!!! Total Combined Continuous Power/Current Available on the +12V Rail(s) rated @ 45°C - 50°C ambient temperature, is the most important factor.
Overclocking of the CPU and/or GPU(s) will require an additional increase to the maximum combined +12 Volt continuous current ratings, recommended above, to meet the increase in power required for the overclock. The additional amount required will depend on the magnitude of the overclock being attempted.

MY kill-A-watt saying im just pulling just below 300watt while BF3
add another 200w for the 2nd GTX680 Should be safe @ 80% PSU usage, right considering its no pico
beside when its idle on 10% rouhly 70watt sounds easy on the bill right?

That reading sounds low enough that I wouldn't believe it, I WOULD NOT put dual 680s on a 650W psu. I Run a 670 and wouldn't even think of adding another without a bigger PSU.
