Really bad FPS GTA help please

So i just installed all of my steam games on my new gaming rig. I am able to play all of my games max with good fps. Far Cry 3 ultra 2x msaa 40 fps. However GTA 4 i get around 20. Its a horrible port, but 20 fps with a 7950?? at first it wouldnt even recognize that i had 3 gb of vid memory, after i figured out a workaround i was able to bump up the settings. With ICEnhancer installed a get 20 FPS on medium settings. Any help would be appreciated. My build is in my sig

also cpu usage is around 30-45 percent, gpu barely does anything. could it be ram? i recently had a 2 modules die, and am running 4 gigs at 1333, not 10 at 1600.

it says only 60% of ram is being used

make sure your view distance is about 40-45%

also im defragmenting my hard drive to see if that fixes the problem

view is set at 30 and detail is the same

gta 4 is known for bringing even high end rigs to its knees....have you tried to lower the settings to low then inch them up til you find an acceptable frame rate at the highest possible setting.

i have, but the fact that im not even getting stable FPS baffles me. When i had it first installed on my new rig last night, no mods or anything, i couldnt barely get stable 50 fps on max, with view distance, detail, and density lowered. its a really old game. also the fact that my friends alienware laptop, with gpu wei score of 7.2, (mine is 7.9), cpu wei 7.4, (mine 7.3) can get 60 stable with car mods. It just doesnt seem right.. my hd is almost done de-fragmenting and ill see if that fixes the fps at all

is it a digital version? if steam make sure the download cache is not corrupted. right click on game choose properties then local files and then verify integrity of game cache. if you use a different digital service try re-downloading and re-installing game.

yea ive done that to uninstall the mods, but it didnt erase all of them. I'm just going to delete it and re download it (from steam)
