Does the 7770 require an extra power cable?

If not, your new card is dead. Just return it for a new one. I don't think you're doing anything wrong. Only issue could be your PSU which considering you do not cite a brand name, may not be delivering the amps you need.

Not sure if any of this will help but may be worth a shot. Does your computer have an onboard grahics controller? If yes, reinstall the old card, go the BIOS and switch grahics to onboard, shut down the computer. Connect the monitor to the onboard graphics connection, restart the computer. Once you are in Windows attempt to install the drivers for the new card. After installation, shut down, reboot into and go into the BIOS to change the graphics setting, shut down and connect the monitor to the new graphics card. If this works you should not see a black screen. If not, report back and I'll see what I can find to help you. If you haven't already, double check the power connection to the monitor and double check the connection to the graphics card.
