Win 8 based home server - low power consumption

I need your help to build a low power consuming home server system. I have been using Windows home server v1 on an intel atom based machine which just died, hence the need. The server will house about 2 TB of data including movies, music and photos. It needs to run plex media server, hence should have good transcode capability. Also, it will run 24/7 so I wish to have the least amount power usage.

I only have 2 x 2TB hard disks and a copy of Win 8.

Budget ~ $300 - 400

Please suggest...

There should be no problem running this system headless
it does have a more powerful onboard graphics that your not going to be using
but this amd chip is both very cheap and very low power as well which is probably one of the reasons it was picked as the Best Config for NAS Server
so it should be fine
if you really want to go with Intel then the Pentium line should be the equivalent of the A6-5400K in price without the graphics part
