I don't really see any way of doing this easily. The problem is being able to route between the two networks requires a common point, and a router with more configuration features than a SOHO wireless router. This means you'd have to have a business-class router or firewall router connecting to an internet connection, then going out to each of your own independent SOHO wireless routers, and can route between the two networks that way. You then use your primary firewall router to also connect your second ISP connection and use it as a failover. But you're still going to be just using 1 ISP connection as your primary and the other as a failover.
