Is my GTX 680 SLI being bottlenecked by my CPU?

I have intel I7 960 Bloomfield, I am using lasting Nvidia driver( march 25) but still on Bioshock Infinite I get only 30-40FPS on ultra setting at 2560x1440,
I am using a unbranded gtx680( I got it on Ebay, for 330USD, it said it comes from an Alienware Desktop PC so it doesn't have any brand on it)
I have Corsair HX1000W so I dont think PSU is my problem,
When I use MSI after burner to monitor GPU usage, GPU 1 is mostly 80-100% but GPU2 is idle, always at most 7%, does that mean my CPU is bottle necking my GPU?
Thanks

  1. It means SLI isnt working. What motherboard are you using? IS the SLI bridge installed? In the Nvidia control panel do you have maximize 3D performance selected? Under SLI configuration it should say 2-way SLI enabled.

Yes It is on the maximize 3D performance on Nvidia already, the SLI bridge is on top of the 2 cards, and on the map of the nvidia control panel it has green SLI mark that points to gtx 680(1) and gtx 680(2)
  3. Are you running the latest driver 314.22? It adds the SLI profile for Bioshock Infinite.
  4. I have already installed 314.22

Try another game and see if the same thing happens.
  6. Yes, try to see if this happens with other games because SLI is running just fine for me with my two Titans pushing 160FPS average at 2560x1440 :)

How do you even afford 2 titans anyways.
