GPU not performing as it should

I just installed a new gpu to my system i previously had an AMD Radeon HD 6870 what in games like LoL would cap at the games 60fps setting and then in games like Skyrim max settings i would get things like 60-70 fps now i have a AMD Radeon 7970 and something is wrong. In lol i get like 25-35 fps and in skyrim like 20-25 fps and thats bad because my laptop does that with integrated graphics and it's almost a year old. So any suggestions as to a fix would be greatly appreciated thanks. Also i just reinstalled windows if that has anything else to do with it thanks.

Bad frame rate issues from a upgraded video card tend to be down to the power supply usually not giving it enough juice, What power supply are you running watts and make of the PSU, I'd start from there and also can you list me all of the other specifications of your PC need to workout the total load of your system typically.

a enermax 1050 watt so i don't think it's my power next thing im going to do is try to reseat it and loosen some cable in my computer personally to me performance is more important than the best air flow possible my case is already really roomy

Because i used to have a crossfire x 6870 set up each one requiring 300 watts each

Ok guys so i have an update i need some advice i might have a bad card A. It just like quit displaying twice in a row with the only way to fix it was a restart and B. My GPU temp with just surfing the web and 100% fan power on is like 44-47 degreese celcius as far as i know that's not normal what should i do i already RMA'ed one of these cards for not working so idk.

good news for anyone paying attention it seems as though the random cut outs and fps issues were all of the same cause
when i installed the new drivers i edited the game 3d render settings in amd catalyst control and the little things i changed really messed stuff up so now with defaults in place i can play everything with high fps again and everything performs better including the card even stays a little cooler while surfing the web
