PSU stays on and so do graphics card LEDs?

Sorry this first part is unrelated but whenever I turn my PC off, everything turns off from what I believe is my PSU fan, which turns off roughly two minutes later. Is this normal and is it just cooling down?

Also I have an ASUS GTX 660Ti and the card has two green LEDs on it to indicate power. Are these supposed to stay on when my computer is off?

Yeah some PSUs do cool down after that kind of things

Its not wrong if theyre on or off (lights). Its more to make sure that your card is connected on mobo.
Also keep in mind that when you have turned off computer its does take some wattage (just a tiny little bit). You need to pull cabels out to make 100% 0W (not 1W or something like that)
