Power supply failure i think???

so i finally decided to order my new gpu and psu. i got it and started to go to work. made more sure i didn't shock. but now there is a bigger problem it doesn't want to turn on. but the paper clip test does make it work when i plug it into the mobo it doesn't work. not only that but the CPU fan doesn't work with the paperclip.But sometimes that i'm plugging it in the components sputter to life for a split second

my mobo is gigabyte GA-M68MT-S2
my CPU is the Fx-4100

Full Specs but is sounds like a short. double check your connections
