since compressed air is not available in my area can i use vacuum blower which is at the top of the case for cleaning dust and can i use vacuum dust filter as a filter for my fan intake?

Solution
You can't use your vacuum's dust filter for your fans intake. It requires a different static pressure and would most likely, depending on the filter, reduce airflow drastically.

You might be able to get away with using your vacuum's blower to clean your PC. Just accept the fact that you won't get every little bit out and make sure your PC is grounded. This of course assumes that your vacuum blower dosn't exhaust dust and it has sufficient power.

Here is a list of materials suited for air filtering:

You can affix these using any method you wish, and there is quite a variety to choose from.

from this what would you recommend me to choose

Well typically use whatever you have laying around. If you don't have anything try a Polyurethane foam and window screen combination. You can get the foam in different colors, just make sure to not get it too thick. You can also try to look around the house for other materials that would be suitable. For example, breathable fabric or books covers. Just take a fan to it and see the airflow. Just make sure it isn't too porous as we don't want dust getting through.

Here is filter material just for computer applications:

here is a list of foams that will do a great job but will require an application method:

used by PC case makers like Lian-Li.
