Win XP install failed

I tried installing Win XP but was a failure. I had to force shut down the PC, but now it wont re-boot and doesn't detect the dvd drive... I see a blank screen.. I can hearthe CPU fan running but the HDD doesn't show that it's running... can some one please help?

Is this a new build or are you reinstalling the OS? If this is a new build, a connection may be shorted out somewhere, so try taking everything out of the case and try running it. If this is not a new build, try disconnecting the hard drive, and see if it can POST successfully. Also open up your computer and check for burn marks. If a drop of water gets into your computer, it will cause exactly what you described. If that's the case, you may see a tiny bit of burn residue somewhere.
