I can't format my toshiba 3TB hard drive with disk manaagement in windows 7

I just bought my Toshiba 3 terabyte hard drive. It will not format using the disk management utility in windows 7. In addition, when the drive is displayed in the utility, it shows 746.52 gigabytes of the 3 terabytes as unallocated. I'd like the whole drive to be formatted.

plz do not multi post its against forum rules.

hard drives alway advertise more space then they have. it has to do with how we usually count in multiplies of ten and in computers is in base two...read this

If you can make a partition on it, partition and format it, it'll make another 700+ GB of storage available for you...
