Budget Range: £400-700 after delivery/VAT - happy to go over this slightly if there's more value for money.

System Usage from Most to Least Important: Gaming (should be able to handle graphics on fairly high settings), browsing and watching videos, possibility of being used for video editing in future - all with music playing in background.

Have look around the forum! :) there's always people asking these types of question but don't let anyone fool you thinkin you need more than 8gb of ram! but a bigger choice's are AMD or intel you could easily get either with os for around £600 and Either AMD Radeon HD 7850/7870 if your doing gaming are great cards but if you like Nivdia go with GTX 660ti and if you wanna go little futher get GTX 670.

Intel's are better but for the price (if your on a budget get an AMD) But you can get either intel or amd!

It's £10 over budget but you could stretch to it. The OS is legit, I bought one a week ago from the same eBay ad. You could drop the HDD to something smaller if you don't need the storage.
