GA-990FXA-UD7 Memory issue

I have 4 x 4GB of Kingston Blu 1600Mhz ram. Windows 7 Ultimate 64bit system reads 12GB with 7.98GB usable. Resource Monitor says 8GB as well. I used CPU-Z and SiSoft Sandra and both say 16GB of ram. I tried just one stick in each slot alone and result show that slot 1 and 3 post but slots 2 and 4 will not post. When I try 2 sticks of ram using the combo of slots 1 & 2 or 3 & 4 I only get 6GB. When I use the combo of slots 1 & 3 or slots 2 & 4 I get the true 8GB showing correctly. If 1 stick alone in slot 3 will not post, why is that when I use the combo of 1 & 3 I get 8GB? What is going on to cause certain slots to seem broken but really work in a different combo? I want to say its a faulty board but is there a setting that I am overlooking to fix this? Please offer insight. :??:

PS. the ram is ddr3 and is not server type ram. I have a 8350 vishera amd CPU.

I do have the latest bios. Why cant this be fixed? what the eff!
