Looking at the core clock and memory clock on a GPU, different manufacturers have different settings. Which will get me higher performance? A card with a standard core clock and OC memory or OC core clock and standard memory?

You can't just ask something completely general like this - there are DOZENS more factors involved, such as cooling, memory type, memory bandwidth...

Give us a few cards to compare, and we can give you advice and say why we chose the one we did, but there's no formula you can apply.

A higher memory clock will get you better graphics, while a higher core clock will give the card more power to process those graphics. So a core clock would be more essential. Also, the memory clock is generally (or in my experience) easier to overclock, so overclocking a stock memory clock would be an easy task.
