It might. Depends on the PSU.

Edit: If you aren't sure why I ask this, answer this. Can a car with four wheels go 150MPH? Depends on the car of course. Can a 450W PSU power a Athlon 640 with who knows what else? Depends on the else and the PSU.

just read that p4 is another name for 4pin 12v connector.if that is true i am good

Huh? What you wrote doesn't make any sense. Tell us what your system is made up of, and what model of PSU you have. Then we know if its enough.

i will build a athlon2 x4 640, 4gigs of high performance memory, hd 7750 ddr3, 450 watt psu with 20+4 and 4pin 12v, and asus motheboard

Should be fine. A low end/junk 450W might have issues with the load but most 450W PSUs should be fine. Your load for that system should be less then 200W, so assuming the 450W PSU can output at least half its rating you should be fine.
