I have a dell precision 390 when push the power button
1: no diagnostic LEDs
2: amber power button
3: processor fan at full speed.
4: Black Screen
5: No Boot
6: No Dell logo
7: no diagnostic beeps
1: tried other ram no change.
2: tried different graphics card no change.
3: power supply is working.
Does this sound like a mother board issue?
