I need the best bang for the buck here, intel would be nice, but if getting amd, and a higher end gfx card would increase fps in games like black ops, bf3, gta, skyrim, etc, on mid-high setting, then thats fine.

There you go. You'd install windows 7 from USB, but that'll last you a good long time.

Since you live near microcenter, go with the i5-3570k processor. It is the same price as the 3350p if you bought that off newegg, and you get slightly better performance, plus the ability to overclock way easier and much further.
other than that, Just find a good priced harddrive that has at least 500 GB for your games
Get a decent power supply. 80 + bronze at least 500w
a decent atx mid tower that is going to fit your graphics card
8 gb of ram
z77 motherboard.

You should be good.

You'd have to drop to a lower video card or a dual core processor. Since you're only gaming at 720p, you'd be okay dropping to a lower graphics card, but the 7870xt will last you way, way longer.

Although gaming at 720p do you think that maybe taking the hit for the next year and going with lets say a 650ti, or 7850 for now, and then saving up a few hundred dollars and upgrading next year when the 8000/700 series comes out?

I mean for now a 7850 will run everything on medium to high settings, maybe even maxed in some less intense games. Then after he saves for a year he goes a gets one of the new series cards and can get everything maxed out?

Although that would be a year without being able to run things at close to max settings and you can get pretty close to max and max in a few games with the 7870 XT

It's not just that the 7870xt can get pretty close to max - it does that at 1080p. A 7870XT will max pretty much anything out there at 720p, and will continue to do so for quite a while, which is why I recommended it.

As for your suggestion, read what I said - if the OP is fine with medium-high settings, he or she can drop down to a 7850 to fit windows 7 in there, and then upgrade way down the road when it's needed. (Probably the 9k series.)
