AMD Cool and Quiet stoped underclocking

I built a new PC a few weeks ago. I set up a simple overclock. Today I checked some things with CPU-Z. I noticed that when my CPU is idle the multiplier and voltage no longer drop down to a lower setting. I noticed that this feature still worked when I set the computer up. I still have AMD Cool and Quiet enabled in the BIOS. Right now the multiplier stays at 18.5 and it never lowers on idle. I am unsure what could cause this.

I decided to update the BIOS to the most recent firmware. The problem is still there. So I have tried resetting the BIOS to optimized default setting. I only changed the SATA to RAID so my PC would boot. I still have this problem. I loaded my overclock settings and I went through and checked each setting one by one but all the settings seem to be set the same.

Gigabyte 990FXA-UD3 with FC firmware 02/05/2013
AMD 955 Phenom II x4 Black Edition Deneb
G.Skill PC3-12800 (2x4gig) F3-17000CL9-4GBSR
