Nvidia versus tera online

Basically i am only having a problem playing Tera online. Extremly low fps. >20 @ max settings, or at min settings. Made me think its a cpu issue but i dont know for sure.
Every other game i do not notice any performance issues. Everything you can 'google' i already did, and already tried.
I will compensate the person who fixes this problem with fellatio from their favorite actress.

GTX 660 ti. latest drivers
i5 3.4 GHz
Win 8
16gb ram
Anything else just ask.

Im about at the point where im just going to sell this card and get a ATI card? ideas?

Driver updates.
I used a program to completely remove the drivers then re installed them
A lot of player posted graphic tweaks.

There was a third one that had me delete some of the config files so that when i logged back in they would reset, but i cannot find that guide. But it was very simular to the two above.
I also did a complete BIOS update for my mobo

Im just out of ideas. could it be the hard drive? my hard drive isnt the greatest, but when im playing the task manager says its not under a lot of stress.

Did you ever defrag the hard drive? (If its a HDD, not a Solid State) Also, it could be the config files, but not completely sure.

Yes, i did a defrag. it is a HDD drive, ive had it since 2007 so its a little dated.
I've been trying to change the config files in game suggested by some bug hunters on tera form.
I also did a fresh install of the game.

Is it safe to say it is a CPU issue. As the fps is the same regardless of graphic quality settings?

No problem, and be sure to use an anti-virus, running a computer with an internet connection without one is just too risky. Avast Or AVG are both very good and are free as well.
That process is a virus - be use to use one of the two anti-viruses I recommended to remove it.

Not that I know of, the computer repair shop should know a bit more after looking at it physically.

Unfortunately, for computers, and cars alike, tune-ups are rarely avoided, unless you know what to do.
Also, no problem, if I had physical access to the computer, Id would of helped more.

Thought i should add this

This is me playing Guildwars2 at MAXIMUM SETTINGS getting a solid 60 FPS

i noticed my GPU at 70-80%

Why is my GPU% so low? Also the drop in memory from after the loading screen. What causes that?

While messing around with the clocking feature i found this

Look at the memory, my fps was spiking 15-40 during these little spikes. Whats causing the memory not to want to stay at the higher setting?

Might give you a better idea?

Hmm, that is odd, never had a game do that to a GPU before. Could be the game engine not being written correctly.
looking at the last picture, that could be clock stability issues, though, it could also be a program not communicating with directX properly and forcing the card to go into low power 3D mode. It could also be server lag, depending how loaded their servers are and how fast / slow they are.

thanks for the response. The computer has a relativity fresh install of windows. I upgraded from xp to win8 just a few months ago with very limited amounts of downloads etc... i think maybe getting a solid state HD would be a good option. What do you think?

also i did re-install tera - no luck

An SSD would help wonders with the disk half of the computer. I have a 120 GB Mushkin, and it has served quite well from the beginning. It takes half the time to boot, and it also takes half the time to launch and load a game then a regular HDD. Though you still will need a tradional hdd for storage, as SSDs aren't the most long lasting disks on the market.
