I'm looking mainly to up fps in Planetside 2, being able to run that on mostly high with steady fps would be nice.

The best upgrades for this would be changing your processor and video card.
Video card would be cheaper since you don't have to change you mobo, although you'd probably notice higher gains with the cpu upgrade.

I'd recommend a 3570k as far as CPU, and you didn't list the specific GPU so really any of the higher end 7900 series would probably work well for you.

Would the Motherboard and CPU I currently have hold back a newer video card?
Also, I'd be glad to provide my GPU. (I'm hoping this is the info you need) "SAPPHIRE 11188-22-20G Radeon HD 6950 2GB 256-bit GDDR5 PCI Express 2.1 x16 HDCP Ready CrossFireX Support Video Card (OC Edition)" is the card I have.

Also, is my Motherboard unable to support any higher-up CPU's, and thus needs to be replaced too? If so, I doubt there are any current motherboards/cpu's that'd be a good upgrade for around $250 total?

Your am3+ should support a 8350 or a 6300 fx series of cpu. While they are not the top of the line intel cpus they do nip at its heels in performance in gaming with the i5 quads having a slight edge. So yes you do have an upgrade option for your cpu. Many here are really into intel and do not consider amd cpu's but the 8350 and the 6300 are very good cpu's. plus amd is coming soon with some newer am3+ cpu's soon so that is an option as well. If you have the money and want to upgrade the cpu now the 8350 is a great upgrade. Or if you can hold off a newer cpu line will be out soon. Or if you have to go cheaper the 6300 is not a bad choice either.

Zolton's right.
Tom's is a pretty Intel-heavy crowd, but more recent AMD systems can definitely hold their own--usually at a better price point.

Since you're looking to buy a new mobo either way, look for the best combo deal going right now. Doesn't matter if it's Intel or AMD as long as it meets your needs.
