Pentium G860 is underperforming

I've now run Performance Test and Geekbench.
It confirms my suspicions my CPU is running at half of its benchmark.
Geekbench score was: 2949 on 32 bit
it should be closer to 4923

My BIOS is up to date and I have downloaded the latest chipset drivers.
What am I doing wrong?

CPU: Intel Pentium G860 3.0GHz Dual-Core Processor
Motherboard: ASRock H61M-DGS Micro ATX LGA1155 Motherboard
Memory: G.Skill Ripjaws Series 4GB (1 x 4GB) DDR3-1333 Memory
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: Asus Radeon HD 7850 1GB Video Card
Case: Silverstone SG09B (Black) MicroATX Mini Tower Case
Power Supply: Rosewill Stallion 500W ATX12V Power Supply
Operating System: Microsoft Windows 8 Full (64-bit)

your temp is excellent dude.it is underclocked due intel speedstep technology as it saves power when you donot do much heavy work

Check the temps with Core Temp, it's a great free software for checking CPU heat. If the temps are like 40 or higher just on your desktop with no applications running then the temperatures are the problem. If this is the case, remove your heatsink, clean the CPU, reapply thermal paste, and put the heatsink back and test it again. If you are getting the same results, you have a faulty CPU.

The cores are running at 26c and 29c at idle.
One thing that bothers me is that core temp reads a frequency of 1596.42MHz (99.78x16)

I just checked BIOS somehow my mulitiplier had been reduced from 30 to 16. I set that back and I got a geekbench score of 4647 much closer to the 4900 I needed. I think that fixes it, unless it keep repeating.
Should I still be using Speedstep?
