HELP! Big Problem!

Hello guys. I have had a lag problem in basically all my games. It is a common problem Im pretty sure but I have no idea how to fix it. It happens whenever there are a lot of objects or something on screen. I feel though that my specs are decent enough to run most games! I cant even run Far Cry 3 without having a constant below 30 fps. It is always about 20-27. Here are my specs.

Operating System: Windows 7 Home Premium 64-bit
Motherboard: GA-870A-USB3
Processor: AMD Athlon(tm) II X4 645 Processor (4 CPUs), ~3.1GHz
Memory: 8192MB RAM
Available OS Memory: 8190MB RAM
Page File: 5074MB used, 11303MB available
Card name: AMD Radeon HD 6800 Series
(Which is weird because I have a 7950 now plugged in. Used to have a 6870)
Current Mode: 1920 x 1080 (32 bit) (60Hz)
Monitor Name: Generic PnP Monitor
Monitor Model: Acer S231HL
I Think this is my Hardrive: WDC WD8088AADS-00M2B0 ATA Device
I have a 600 watt PSU, sad thing is I do not have any idea what brand it is. It was very inexpensive on New Egg. About 30 bucks.

PLEASE HELP!

Thank you guys for the quick replies. Yes I have check the usage during play and it rarley gets up to 70%. If you guys believe that is the case? I mean I did have a 6870 before the 7950 with the same CPU and the instant dip in frames causing a almost "stutter"
 
what was likely the issue before was that the cpu and gpu were a good match so no sudden drops

But now with a stronger gpu, in non-cpu limited situations, the gpu outputs alot of frames then the cpu hit s an issue and causes an limit, making a big drop in frames

His mb won't support the FX6300 or any FX x3xx CPU's..

So I would save up to do a mb+cpu upgrade come steamroller in the fall

Without an mb upgrade, you can get an pii 965 or a FX6200
