Weird Pixel Blocks/Artifacts (Radeon 6870)

I've been plagued by these pixely block/artifacts for the last week or so in any 3d game I play (not just World of Tanks). My desktop is fine as well as any movies played full size, it's just any full screen game that does it to me. These blocks will vary in position/size too as I pan/move around in game, that's why I included a few different shots.

I installed the latest radeon drivers (13.1) just prior to this but if memory serves me, this problem didn't start immediately after install, maybe a day or two after. I've tried uninstalling and resinstalling of graphic drivers as well as an older version but to no avail, the problem persists.

My temperatures aren't getting that hot, maybe between 60-70 degrees celsius on my more taxing games, idle around 37-40, which was normal for me before my problem too.

I would like to avoid a reformat (just don't want to waste my time backing my shit up, I have a lot of media on this computer) but I don't know what else to do or really what to call my problem even.

PC stats:
Radeon HD 6870 (asus directCU version)
Intel i5-2500k (only overclocked modestly through ASUS BIOS to 3.9ghz)
ASUS P8P67 pro mobo
8gb of some Patriot gamer ram @1600mhz, never had problems with it before.
Corsair HX750, 750 watt

Windows 7 64bit
DirectX is newest and updated
Catalyst 13.1 radeon drivers

If you can offer any help it would be greatly appreciated.
