Upgrading from XFX 5670 x2, $250 budget, mainly for WoW want to play on Ultra settings

Here's my current specs:
ECS A790GXM-AD3 Motherboard
Athlon II X4 640 Quad Core 3.00 GHz with stock cooler
Crucial 16gb CT51264BA1339 ram
Thermaltake TR-500n power supply
XFX HD-567X-ZNF3 x2
I play at 1920x1080
Antec Three Hundred case
Scythe Ultra Kraze 120mm case fans x5
I'm looking to upgrade my video card to play WoW on ultra settings. I've always used XFX graphics cards in the past, but from research I've read there quality has went down hill and I'm willing to switch brands. I also play X-Com, but that's about it for PC games. Free games deals with cards doesn't matter, my internet connection is slow and not worth downloading. I'd also prefer not to do a rebate, I've never had luck with them.
Does anyone have any recommendations on what to get?

You can choose an aftermarket brand like Asus,power colour, MSI etc to your preferred band. These 2 card should be about to play even BF3 in ultra based on your screen resolution.

as your cpu will hold back in new games as they are cpu intensive as it will bottleneck

Frankly wow is more CPU intensive than GPU bound. your current CPU will bottleneck especially in crowded towns or raids. Put it simple WOW cannot use the full potential of your GPU hardware =).

mostly yes.but i suggest get first graphic card and play games,if you are getting good performance then no need to upgrade cpu

Would the AMD Phenom II X4 965 Black Edition be a good enough upgrade or will I have to upgrade to a new AM3+ processor and mobo?

I decided to order an Intel i5-3570K, ASRock Z77 Extreme4 mobo, and a COOLER MASTER Hyper 212 Plus cpu cooler. Would it still be worth it to upgrade to a 7870 video card or will my 5670's be good enough?

That upgrade will be a good way to go. Yeah get the 7870 if your budget allows you. The 7870 will allow you to play on Max settings without suffering much.

I was planning on getting the XFX Double D 7870 GHz edition for $249 but came across the SAPPHIRE 100352-4L Radeon HD 7950 for $289 - $20 rebate so it would only be $20 more, would the price difference be worth the upgrade?

I would not recommend and things more than the 7870 is you plan to keep the old power supply. The PSU is one of the most important components in the PC. If it blows it might take the whole PC with IT. Capacitors on the PSU will degrade with use and age.
