Does overclocking affect the USB ports ?

I overlocked my CPU to 4.0Ghz with stock voltage (1.1) and when I tried to go to 4.1Ghz I couldn't use my mouse, only in the bios. No mouse worked on any USB device. I just got my PC built 2 days ago !

MB: ASROCK Z77 Extreme4
CPU: Intel I5 3570K
CPU Cooler: CM Hyper 212 Plus
Case: Corsair Carbide 400R (4 fans)
GFX: MSI GTX 660
PSU: Antec High Current Gamer 620W

I am completely new to overclocking, I tried to go as high as I can with stock voltage and if I crash I will raise the volts .. did I do it correctly ? I didn't raise the volts yet. now I am back to 3.4Ghz so the mouse works...

what should I do ? the temps are fine btw (when I was 4.0Ghz I got 70 max after 5-10 min prime95 blend test)
 


unstable overclocks can affect many things including the usb ports. usb is controlled via the southbridge i believe and all communicate back to the cpu. so if the cpu is unstable so will many other things. dont start cranking on the vcore just yet. i would try 1.2-1.25v max and manually adjust your ram settings. id assume this is on the stock heatsink as well. the higher the vcore the higher the temps remember that
 
On the SB/IB 1155 platform it is yes and it can vary depending on the board as well the cpu in hand. Some people have managed to push the base clock to 110mhz or higher but only with ps/2 style keyboards and mice.

103-105mhz is the safe range for base clock and for multiplier I would still use ps/2 due to reliability.

even on 4.0Ghz the mouse does not work ..
what should I do and what did I do wrong ?
btw I have "mixed" ram from 2 brands but they both run DDR3 1333 9-9-9-24, I have no idea about voltage so I put the RAM Voltage on Auto.

I still don't understand what I did wrong that the CPU is unstable .. should I change the voltage right at the beginning ? or go as high as I can with stock voltage ? (1.1)
