Question regarding 12V rails

I know someone who wants to upgrade his GPU to a 670 FTW from EVGA. We discussed it, found his PSU was fine in terms of wattage, but then discovered that the 12V rails on his PSU were rated at 38A each, which is the minimum stated amps required by the card. My question is, can he use both 12V rails to power that video card or is it not possible? The PSU is the Antec Earthwatts green 650W. He would rather not have to spend on a new PSU, as the cost of the 670 would be breaking the bank already.

If the psu meets the minimum requirements, there should not be an issue. This psu should run a 670 without problems. GPU ratings are always stated with a little headroom anyway, just in case of a low quality psu that may not quite be up to spec. I would not worry in this case.
