Solution

Either overheating or not the gpu isn't getting enough power. We'll assume the GX 750 is good for 600w - that's cutting it close. The 6990 is a power hog and requires 32amps.

What HD6990 do you have? Are you sure about the switch? On many high-end Radeons, the switch is to enable a backup BIOS in the event you mess the main copy up with a bad overclock. It is for recovery purposes.

Please clarify what make/model of HD6990 you have.

All 6990's come with a switch. Bios 1 is default 820/1250 and bios 2 is AUSUM mode with clocks of 880/1250.

This bios can also be modified.

Sounds like you're overheating. Also, Cooler Master has some really questionable power supplies. What exact model is it?
