No boot, no beep, no display, only fan and leds. Motherboard?

My laptop got fried and they told me it was the motherboard.

I bought another one on eBay to a professional seller from the UK. The model number is the same. He says it worked and he had tested it. But it doesn't boot. There is only the leds and the fan runs, but no booting, no beeping and no display.

I bought another identical CPU and exactly the same problem.

I tried two different power chargers and no difference. Both are original for the laptop. The battery is also OK. I tried changing the RAM in the two slots, all four possible combinations.

The seller says I could have damaged it myself with some sort of static discharge, but I honestly don't think so. I had already dismantled the laptop for cleaning the fan before with no problem. It is not difficult and I am careful.

Any opinions? Any other parts that might be broken?

wouldn't buy a part for computer on ebay man and yes a mobo can be damaged by static discharge, that my first lesson in class dude, but mainly if your in a dry climate and on carpet. laptops mobo's have to be from the dealer to really be trusted/stable
