ATI Radeon HD 4570 and hardware acceleration

Hi everyone,

I've recently noticed that hardware acceleration has stopped working for my ATI Radeon HD 4570 graphics card. My PC is a Dell Studio 1555 (Intel Core2 Duo P8600, 4GB RAM) running Windows 7 Home Premium.
I first noticed a problem with Flash Player where the screen was green unless hardware acceleration was disabled. Next in PowerDVD9, DVDs would only play if hardware acceleration was turned off.
I also noticed that recorded TV from Windows Media Centre would not play in WMC, but would play with VLC with hardware acceleration off.
The problem is that I want to play Blu-Ray movies with PowerDVD9, but this requires hardware acceleration and it cannot be turned off.
My best guess for a solution is to roll back the display driver. I have attempted this by using the ATI Cleanup Utility to prepare my system for a clean driver install. I have attempted to install Catalyst 12.4 after the restart, but the display driver does not appear in the list of components to install. It is as if the card is not even detected. However, if I try to install 13.1, the display driver component does appear.
Has anyone else come across this problem? I can't recall exactly when this problem started, but it is within the last 6 months or so. I'm also not sure whether it started after a display driver update or a Windows 7 update.

Download and install Driver Fusion (formerly known as Driver Sweeper). Run it to remove all ATI drivers/software. Restart the system and install the latest drivers downloaded directly from AMD.

Thanks for your speedy reply.
I tried using Driver Fusion. It managed to remove some components but not all, citing that it needed the Premium version to do this. I re-installed the Catalyst 13.1 package after a restart, but I am still having the same problem with hardware acceleration. Do you have any other suggestions?

Don't use the most recent drivers for that card. They were designed for the latest DX11 generation ones 6000 and 7000 series.
For 4000 series the latest useful driver is 11.6, but I would go even lower to 10.10 or 10.11.

You can get'em from filehippo for example.

There are more driver cleaners around, many are totally free. (But only do cleaning after you uninstall with the official uninstaller)

As far as I can tell, there is a 13.1 legacy driver for 2000/3000/4000 series which should work with my card (this is what is suggested by the auto-detect tool). However, I tried installing 10.11 after uninstalling the driver (using AMD Uninstall Utility), but when I look at the components that are available to install, the display driver is not present. Only when I try to install version 13.1 is the display driver available to install. Any ideas?

Make sure you get the proper one for your operating system. (For win7 get the "Vista" one)

It should work, no reason why not. I spent an entire day testing versions, I had various ( and similar ) problems with my on 4870 with the newer "Legacy" drivers, so went back until I settled for 11.6.

Still, that videocard of yours is seriously outdated for all intents and purposes, maybe you should think about a GTX 550 or Radeon 7750 (or similar, they are really cheap)

Thanks for the advice. Unfortunately the graphics card is in a laptop so I can't switch it with another.
The problem I'm having is that the option to install a driver does not appear when I try to install a previous version.
As an example, I tried to install 11.6 as you did. I am presented with the following screen: http://img689.imageshack.us/img689/5285/atiinstall.png
This happens even after a clean uninstall of the ATI drivers. Do you know why the option to install the display driver doesn't appear?

Aaaah, it all makes sense now. Laptop.

They don't use the exact drivers as the desktop cards. You should check your laptop manufacturer for various versions of the drivers. I have no more advice, maybe someone else can help.

For laptop/notebook GPUs, you use the AMD Mobility Radeon drivers (lower right side of page):

I have tried to install this driver (13-1_mobility_vista_win7_win8_64_dd_ccc_whql), but my hardware acceleration problem still persists. Do you know where I can find the previous mobility drivers?
I have also found the recommended driver from the manufacturer (Dell) from 2009, display driver version 8.631.0.0. . However, whenever I try to watch a hardware accelerated video, it causes a BSOD claiming that the video driver has entered an infinite loop.
Is it possible that the hardware itself is damaged? I have tried the Dell PC diagnostic tool (PC doctor), but this said that everything was OK.

You could certainly have a defective GPU. The Dell Diagnostic is a rudimentary test at best. When you tried Driver Fusion, what components were not removed? Also, you can do a full uninstall with the Catalyst installer as well.

Use CCLeaner to remove from your registry, then try a fresh install.

I just tried that. I could only remove 6 items related to the display driver from the registry. After the fresh install (legacy 13-1), the problem still persists.
Is there a good way to test if the graphics card is damaged?

That means that some entries are still active and in use. It is possible that your registry is corrupted/damaged. At this point, I would strongly recommend saving all of your files and performing a clean install of Windows.

I created a new partition on the hard drive and installed an old copy of Windows Vista that I had. The same problem is present in that operating system too. Does that mean that the problem is with the graphics hardware and not with the operating system or registry?

Yes, I suspect the GPU is the issue then. BTW, did you update (via Windows Update) your Vista install? Catalyst requires some updated. .Net framework patches to work properly.

Yeah I updated with the .Net framework patches, but this didn't resolve the problem. The driver got into an infinite loop using 3 versions of display drivers provided by my laptop manufacturer (Dell). However I'm reluctant to believe that the GPU is damaged because 3D games run perfectly.
Do you know of a diagnostic tool that I could use to check for problems with the graphics card?

Try checking will Dell Support. They can likely point you in the right direction. An OS re-load with fresh drivers (and still having the issue) does point directly to a hardware issue. Sorry for your troubles.
