New laptop hanging on updates, gives SCMII error

My wife has a new laptop that is suffering from issues, and I am at a loss as to how to fix it. First, when the computer boots/restarts, it hangs for up to 20 minutes at a time at 100% of configuring Windows updates. Once it boots to Windows, a dialogue box pops up that says SCMII and is blank, with a button at the bottom for more information.
