PCI Express 2.1x16 Cards in PCIE X16

My motherboard(Intel D95GCL) says that it has PCIE X16 graphics.What is it ?Is it PCIE 1.0x16? Can I run ATI radeon hd5570 on it which has pcie 2.1x16? Will there be any performance loss?How much?

you can run the card on that motherboard.

not sure if the motherboard is PCIe 2.0 or not. Little confused about Intel docs. if it is PCIe 2.0, it will run full speed otherwise it will only use half the data rate.
