first build GPU issues

I just started my first build and ran into a problem, My radeon sapphire vapor-x hd 7970 ghz edition GPU will not out put video and my mother board, ASUS sabertooth 990fx r2.0, keep telling me my VGA card is broken or not installed even though the cards fans and light activate. I then tried to install a Nividia geforce 210 into the same PCI slot and this outputted video and fixed the problem immediately, before i send it in for being defective, is their anything i should try in a one last ditch effort.

Well, ive tried that... Uhm, would it need more power, i used one of the recomened ways of giving the system power, it doesnt use all of the slots, but discovered a second ago that there is a way to put all of the adapters filled. I havent tried it late but that might work, would filling it with a full slot instead of PCI express 2.0 work better?
