EVGA Gtx 660 ti not powering on.

Hello community. I did my routine computer restart every night before I go to bed and tonight was a bit different. When my computer restarted I was not getting any video signal to my monitor. So I did a brief troubleshoot and i realized that my video card fan was not working. So I tried a different set of cables on my power-supply (ax850) with still no luck. I pulled out my gtx 550ti (spare card) and plugged it into the same connectors as that i have been using for the 660ti the entire time. That worked and the card booted up no problem. I tried this with the 550ti and the 660ti on another computer I have and the 660ti failed to boot up and the 550ti worked fine. I didn't think it was just limited to a power fan cable unplugged because the card would start up and fail once it had gotten too hot and the card was cool to the touch the entire time. So even thought I knew that I took off the shroud and examined the card. There was no bulging caps, loose connectors or anything out of the ordinary. I packaged it all back up and tried other pcie slots on my motherboard with no prevail.

That is the video card that is in question. I'm wondering if I know have a 300 dollar paperweight or is there something I am missing or doing wrong? The computer that housed the 660ti is the one I am composing this post on. I'm using intel HD 4000 as my life line. Please and thanks for the help.

Your GPU may be fried. Maybe. I'm just not quite sure.
Just a couple of quick questions.
1. Were there any storms, lightning, thunder in your area?
2. Is your computer surge protected?
Since everything else is working, it is most certainly the 660 Ti that is at fault.

edit: I think the above questions are irrelevant as anything power related would have not only affected the GPU...
