pc is slow / doesnt turn on

Hey,
im new to this site and not the most knowlegable when it comes to building a pc. Basically I bought a new case for my computer as the old one was too small and was getting way too hot for me. I installed everything and it works but is very slow and my frame rate in games is reduced. Plus when connecting the cables I noticed that the 24 pin connecter is spilt into 20 and 4 if both are connected the pc will not turn on no fans nothing if only the twenty is in it runs. The only reason I can think of why its slow I may be wrong but the case contains two 120mm and two 80mm fans would this be drawing too much power?
 
What parts do you have? That mobo might only need 20 pin not 20+4 pin. It sounds to me like something is getting too hot. Did you remove the heatsink during the move? Check temps on your cpu/gpu using hwmonitor. Fans barely draw any power so that isn't the problem.

heat sink was not removed, i have a intel i5 650 core 0# 39 degrees c and core 2# 42 degrees c running on radeon hd 4870 temp is 63 degrees c and on a ms-7616 mother board
