AMD FX-8120 running too hot!

This CPU is really hot. I got myself a CPU cooler (Cooler master hyper 412S) and installed it. Currently running just 3.4Ghz at 1.15v. I also got another fan installed inside my chassi. Both are running max rpm. Not so many cables inside as I have a modular PSU.

Full load temperatures hits 59 degrees celsius while idle is around 30.
I think 59 is too much as this low voltage and speed, what do you say?
Also, when CPU is not working in full load, for example 20%, it uses higher voltages? How come?

Yes the cooler is installed correctly and the fan running like 1300rpm on it. I applied the thermal paste in the middle of the cpu, like a rice corn size and then installed the cooler and didnt take it of after that.. Im guessing thats how you do it?

 
We need a bit more information ... such as your motherboard and BIOS settings.

Some motherboards tend to over-volt with settings on "Auto" On occasion you may mitigate the run-up using LLC.

Also --- a quick check suggests your CPU fan can run up to 1600 RPMs. You may wish to adjust your fan thermal envelop.

Beside the CPU and the cooler, Ive got these components:
Motherboard: Asus M5A97 LE r2.0
RAM Memory: Corsair Vengeance DDR3 1600MHz, 2x4GB
SSD: Intel 330, 180GB
PSU: be quiet! L8 530W
GPU: nVidia Geforce 660 GTX Twin Frozr III 2GB
DVD recorder

I just did try replacing the thermal paste without any luck.
The BIOS are set to default, only changes are multiplier up to 17 and CPU voltage 1.15v with offset mode. Cool n quiet is enabled and LLC disabled.

even if I use defaults in BIOS at stock clock. STILL it will go past 62 degrees and downclock back. What kind of shitty cooler do I have?
Its driving me nuts!!!
 
More volts = more heat

When a modern CPU is put under load, intuitively the system cranks the VCore. LLC helps to 'moderate' that boost in volts under load. You should take the time to tweak the LLC setting in order to reduce your temps at load. There have been issues in the past with Asus motherboards over-volting at load (some 8xx-chipset boards would add nearly +0.1v!)

You should additionally determine why your CPU cooler is not running at full-spec RPMs, and take corrective action. Have you installed any fan utilities as recommended by the OEM?

You should also verify that your BIOS is current.

The fan has a 3-pin connector while my motherboard only have 4 pins. So Ive connected the fan anyway (maybe thats why I cant change rpm?). Nevertheless I shouldnt have that high temps. Its clearly that something is wrong, just need to know what :)
The only thing I can tweak on LLC is if I should enable or disable it. Cant find any other settings for it.
And also I have the latest BIOS.
 
CPU VID is the **default** VCore volts for operation (the effective 'stock' setting)

I would try the Asus fan utility or AMD Overdrive, and see if you can boost your fan RPMs. It does not seem to be running full spec.

Additionally, on coolers like the CM Hyper 212, max RPMs are 1900-2000 RPMs -- or roughly 50% more than your current fan is running.

Cant get that fan to run more than current rpm.
But I did buy 2 additional fans. Put one at the front of the case, and one at the CPU cooler.
So now Ive got 2 fans on the CPU cooler, one in the front of the case and one back as exhaust. Still getting shitty temperatures, under 1.2v with 3.4Ghz reaching over 60C on load. Wtf`?
