have you read the sticky's on the forum about tips and tricks for building a machine?

start with not working on a carpet, remove all components like they were still in their packaging, get the motherboard, processor, one memory stick and power supply and connect them. then connect the monitor and see if it will POST and get into BIOS.

if it will, turn it off, plug in the other memory stick and reboot the same into BIOS. if all is good then add the drive you want to install the OS on and if it's an SSD, set the controller to AHCI in BIOS

install the OS

then put all into the case and proceed to install all motherboard drivers including chipset and network

then download and install all windows updates

then install GPU if u have one and install latest drivers for it

If it is all plugged in correctly, then it would seem to be one of four problems:
1. Bad PSU (or cable)
2. Bad motherboard
3. No power from the wall
4. It is not all plugged in correctly

Never assume. Take it all apart and try again.

See if the power supply will even power on. Unplug all power connections(if you leave something plugged in when doing this it could be damaged. Use a paperclip or piece of wire to short the green wire with one of the black wires( i do this with the psu unplugged from the wal and/or the psu switch in the off position if you use a paperclip while it is on you may get eltrocuted and/or burned), with the wire in place plug the psu back in and turn the psu's switch on(if it has one) . If the psu turn doesnt turn on its bad, if it does turn on it still could be bad but something else is going on too. Also please post the full sytem specs(motherboard, cpu, ram video card, power supply make and model).
This video will explain more about the "paperclip test".
