First steps I would suggest taking would be as follows :
Reboot machine in safe mode with networking,
Go to www.bleepingcomputers.com and download the following,
Combofix.exe
rkill.exe
unhide.exe
once those are done run rkill first( this will go through and kill any form of malicious processes that are effecting your machine) instantly follow that up with running the combofix(this can take some time, do not do anything while that is running and if it prompts your permission for doing updates or downloading "Microsoft Recovery Console" say Yes.
Once that is finished combofix will restart your machine normally, once back into windows run unhide and hopefully your problem will be resolved. You may have to manually set your wallpaper again but everything else should function properly
