It really depends on what game you are playing. Some games are CPU intensive, and others are GPU demanding.

FPS are generally reliant on the GPU, where as strategy games like Civilization require a lot of CPU power on big maps.

As brett alluded to they both play a part. If a game needs a quad core, or a fast clocked single core and you don't have it, then the game will run slow. ("bottlenecked" by your CPU) Most games aren't like that however and need a fast GPU inorder to provide good frame rates. You also need to take monitor resolution into account. Big difference in GPU power needed between 720 and 1080.
