CPU bottlenecking my GPU

Can someone tell me if my CPU is bottlenecking.

When i play MMO/RPG games like Allods online i get about 25fps if in a busy packed server wiht lots of players.
But if im questing somewhere quiet by myself fps is around 40 to 45 fps. Im pretty sure its the cpu cuz its outdated/old

CPU: intel core 2 Duo E8500 3.16ghz
Mobo: Gigabyte GA-EP31-DS3L
GPU: Asus ENGTX560 Ti DC/2DI/1GD5
Ram: 4gb kingston hyper X
Power:500w

And no i am not a hard core gamer casual gamer about 3 to 4 hours a day.
And yes im planning to upgrade my computer soon.$350 to spend.
Something like i5 2500k and a new mobo + 8gb ram

The way to tell is to hit control alt delete, go to task manager, then to performance. Let that run in the back ground while the game is going. When you experience the drop in FPS alt tab over and view the CPU usage history. If the game is threaded for multicore operation then you should see both cores active. If its single core threaded then only 1 will show heavy load. If you see it peaks at 100% in the history, you know your CPU is bottle-necked. If its not, you know your GPU is the weaker link.

Ram 4gb kingstom hyper X should be enough ddr2 800mhz
Could be my internet connections.
MY ping and performance if its in green then its good, if yellow is ok/medium, if red not good.
Sometimes i loss connections/drop outs.
Now for cpu usage in task manager it has never reached 100%.
im not planing to over clock not good for cpu life expectancy.

BTW just saw on ebay.$185
i7-950, X58A-UD3R mobo, 3x2gb kingston hyperX ram, H70 cpu cooling unit
Should i buy it ?

well, if cpu usage never reach 100%, that means your processor is not yet bottlenecking your gpu, then..probably your connection that's causing the fps drop.

The i7-950 bundle is quite a good deal (at least in my country).

I guess I also have a questions about CPU bottlenecking my GPU or vice-versa. I know it may be time to upgrade some items there.
I want to play BF3 (possibly BF4 when it comes out), as well as some SimCity at full specs.

MoBo: Gigabyte 78LMT-USB3
GPU: Radeon HD 5570
CPU: AMD Phenom II X4 965 Black Edition (using it at 4MHz)
PSU: 500 W
Ram: 16 Gb (4x4Gb)

With both games, i get a dramatic drop in frames. I was wondering what to do next. If I should just get a new GPU, something akin to Radeon HD 7870 LE.

Your Best Card is a GTX 660Ti or HD7870 any thing above that could face some CPU botoleneck.
