My motherboard is intel D945GCNL with pci-e 1.0.My cpu-Core 2 duo e4500 at 2.2 ghz.no overclock. my graphics is zotac nvidia gt 630 synerge edition.ram-4gbddr2
450 watts psu-i think thats enough power
I had nvidia 210 and i ran gta 4 on that and it wasnt playable (10-20fps at minimum settings) then i got the 630 and there was just a difference of 6-7fps (20-25fps) So is this a huge? bottelneck for my new 630?? What should i do?? Plz answer and help

well honestly speaking .. core 2 duo is pretty dated and the GTX 630 is the lowest end graphics card its technically just a rebrand.. of the previous card. you would get better performance out of the gate from a 5800k APU then you would with that combination of hardware. If I were you and your wanting to play games like that I would consider upgrading your system ... the main bottle neck is the PCI-E 1.0 not that the GTX 630 would perform much better with a 2.0 .. how ever what I will say its a good thing that you didn't go out and buy a higher end card.

It's time for a new computer.

That processor was not that great when it came out, and it is now a dinosaur. There is little difference between the low-end NVidia graphics cards, even if they are from a newer series that are being compared to an older series.
Considering the low-end parts, I'd say that the PSU will also be a low-end part as well.
